The lists are in Microsoft Excel format.  To download list right click on the list you need and the click "save target as" and whatever name you want and list will be saved to your computer.

Precinct List 

The folder will be saved to your computer.  To open the saved file you need to right click on the saved file and choose open with Microsoft Excel.  As the folder is being opened you will get a warning that the file is not the same format do you want to open it anyway you click on "Yes"  and the file will open in Excel.
